Is Online Betting Legal in Vietnam?

Most pages answering this question are selling you something, so they answer softly. The direct version: gambling is prohibited under Vietnamese law, a narrow pilot framework permits a few controlled forms of betting, and that framework excludes online platforms. None of it makes online betting legal.

What the law says

Unlawful gambling carries administrative penalties and can be treated as a criminal matter depending on scale and value. It applies to organisers and participants alike, and it is the default position of the legal system — everything else is a conditional exception.

Decree 06/2017 and the pilot

Decree 06/2017/ND-CP, issued on 24 January 2017, opened a time-limited pilot for betting on horse racing, greyhound racing and international football. The conditions are tight: operators must be licensed, bettors must be 21 or over, and stakes are capped at 1,000,000 ₫ per person per day at one operator.

The detail that matters most here: the pilot was designed around controlled outlets and does not open the door to online betting platforms. That limitation is exactly why industry analysts have spent years pointing out that most Vietnamese betting turnover flows to offshore bookmakers.

Where online betting sits

Outside the framework. There is no domestic licence for an online bookmaker serving Vietnamese players, so every site you can reach is an offshore operator running on someone else's licence.

If a site tells you online betting is legal in Vietnam, that site is not reading the law — it is writing marketing.

Offshore bookmakers

1xBet and comparable international books serve Vietnamese players under foreign licences; in 1xBet's case a Curaçao licence held by 1XCorp N.V. They are regulated somewhere — just not here.

That distinction decides what protection you actually have. Complaint handling, fund segregation and KYC come from the operator's own licence. If something goes wrong, the body you appeal to sits in Curaçao, and no domestic authority has standing.

Enforcement in practice

Enforcement has focused on organised rings, agents and large-value cases rather than on individual bettors. That is a description of current practice, not a guarantee: the gap between the text and the enforcement can change with a policy decision, and it changes without warning.

The risks that are real

• Legal. The activity is prohibited on its face. The gap is in enforcement, not in the wording.
• Payments. Wallet and bank rails are where regulatory pressure lands first; a method working today can stop without notice.
• No domestic recourse. Disputes resolve under a foreign licence, in a process not built around you.
• Clone sites. The grey area is cover for fake sites that take deposits and never pay. Verify the licence before the first deposit.
• Addiction. The risk that harms the most people has nothing to do with the statute.

If you bet anyway

• Use an operator that states a verifiable licence rather than a vague claim.
• Complete KYC early, once — not on the day you want a payout.
• Keep transaction references for every deposit and withdrawal.
• Set a deposit limit inside the account and treat it as fixed.
• Never borrow to bet, and never raise stakes to recover a loss.
